Buckingham at Tampa Palms is a deed-restricted community. Property owners in this community are subject to certain rules and restrictions regarding the use and maintenance of their property. The rules for the operation of the Buckingham Homeowners Association and the restrictions by which community properties are managed are described in the following documents that can be downloaded by clicking on the links below.

Articles, Bylaws, and Covenants:
The Articles of Incorporation describe the purpose, powers, and organization of the Buckingham Homeowners Association, Inc., a Florida not-for-profit corporation.
The Bylaws provide the guidelines for the operation of the Buckingham Homeowners Association. They define the duties of the Board of Directors, the terms of the Directors, members’ voting rights, required meetings and quorums, procedures for notifying meetings, as well as other items that are necessary to run the Association.
The Covenants, Conditions, and Restrictions (CC&R) outline rules and restrictions for each homeowner at Buckingham. All homeowners (including landlords and corporate owners such as banks) agree to abide by these restrictions when they own a home in this community. CC&Rs relate to maintenance of property, landscaping, pool, lanai, fence, pets, use of signs, easements, and many others, as well as legal recourse available to the Homeowners Association to enforce these rules. The goal of the CC&Rs is to protect, preserve, and enhance property values in the community. Also see the revised Rules & Regulations (R&R) document.

Architectural Guidelines:
Architectural Change Committee (ACC) approval is required for any alterations to the exterior of your home or lot including, but not limited to, painting, fence, lanai, or structural changes to your home. The purpose of this review is to ensure that any such change is in accordance with the community's deed restrictions. To request an ACC approval, please download and complete this ACC form and submit on Vanguard's website . To do this, you will need a user login and password. If you do not have this information, please use one of the methods recommended in Guidelines page (G.1) of this website. Please e-mail the property manager if the new account creation takes more than 1 week. This website will also allow you to track your ACC application and its approval process. It may take up to a maximum of 60 days to approve your ACC application (but more typically, in two weeks, if your application in complete and does not require additional clarifications). If you cannot apply via Vanguard's website, you can mail or e-mail your ACC application to the property manager. Note that your planned project cannot start until you have received your approved ACC application.
All fences installed at Buckingham properties must fit the style shown in this document. An ACC approval is also needed for fence installation, which can be requested using the ACC form above.
Note that the community is on v2.0 of the color book / color palette for the external paint of the homes . There are detailed instructions on Vanguard's website (cincweb). Sign into cincweb, navigate to 'About Us' , choose Documents, Find 'Paint Books/Color Schemes' and locate 2 documents there. The Word document will guide you in the choice of colors.
Color palette can also be accessed on Sherwin Williams website. Select "Buckingham of Tampa Palms" as the HOA Community. You must provide body, trim, garage, and door/shutter colors, both using the color scheme (e.g., 3a, 6, etc.) and a color sample or swatch on your ACC application. Your chosen colors must be different from the homes on either side of your home and the home across the street from your home (you will need to include your neighbor's signatures on your application). You may not be allowed to repaint your home in their existing colors if those colors don't exist in our color palette. The ACC committee may allow colors not on the color palette, but any new color suggested must match the look and feel of the Buckingham community.
When you submit an ACC through the Vanguard's website, an administrative person at "Vanguard Management Group" does a review of the ACC and only when he/she deems it as complete (application should have all reasonable information provided by the homeowner proposing that change, to the exterior of the home)(exterior as in visible to the outside from the road), it is loaded into a different part of the system (Vanguard's ) where it becomes available to the ACC Committee. Until then the ACC Committee does not know that an application was submitted.
If you receive repeated denials to your ACC requests, without meaningful reasons/guidance in those denials, Please raise the matter to the attention of the board of directors by emailing them.
For-Sale Signs:
All For-Sale signs (whether realtor signs or sale by owner) must follow the approved style. This sign can be ordered from the vendor listed in the style document.
County Property Maintenance Code:
Hillsborough County Ordinance 09-63, known as the Property Maintenance Code, supersedes any provision in the Buckingham CC&R. The county ordinance provides for regulations requiring the minimum standards and maintenance of all structures and properties located in Hillsborough County, Florida. The intent of this ordinance is to secure public health, safety, and welfare.

Please consider volunteering. All work done by the Board of Directors or the committee members is voluntary and uncompensated. Volunteering makes up for the huge gap between what the management company can provide and what the residents actually get. Volunteering helps to deliver higher level of services, satisfied home owners, friendly neighbors while keeping the costs down.
